Is Co-operation the way forward for Local Authorities?

One of the cornerstones of the Coalition Government being formed earlier this year was their promise to streamline public services in order to deliver cost savings on the nation's route out of the recession.

Part of this may come in the form of Local Authorities being given the incentive to deliver services to other areas outside of their Geographical remit - you can read more here. This would see Local Authorities recognised more as Commercial organisations and given the ability to act as such. Local Authorities would be able to cut costs by launching shared services - this would in turn enable them to hit their targets for the Carbon Reduction Scheme by sharing Data Centres instead of running and maintaining separate Data Centres.

Redstor have been working with our Local Authority partners to provide services that make their lives and jobs easier by helping them deliver shared services. Instead of each individual Local Authority investing in their own new Data Centres to power backup solutions; 85 of them now backup their data to our Data Centres through RBUSS which allows us all to save energy and have a greener approach to ICT.

Through our Remote Management & Monitoring tool CentraStage, Local Authorities can automate repetitive tasks and share knowledge pools of which tasks to automate in order to free up resources. Dozens of Local Authorities are already working in this manner to co-operate and help each other do more with less.

Data Protection Act-Information Commissioner-Data Loss

You may not realise this but as from the beginning of April, failure to take data protection and data loss seriously is no longer an option.

The Information Commissioner’s Office has issued a new guide which means that penalties of up to £500,000 can be imposed for breaching the Data Protection Act.

In its guide the Information Commissioner states:

“We have a statutory power to impose a financial penalty on an organisation if the Information Commissioner is satisfied that:
• there has been a serious breach of one or more of the data protection principles by the organisation; and
• the breach was likely to cause substantial damage or distress.

The power to impose a financial penalty only applies if:

• the breach was deliberate; or
• the organisation knew (or should have known) that there was a risk of a breach which was likely to cause substantial damage or distress, but failed to take reasonable steps to prevent it.

The guide continues that it is the intention only to impose financial penalties in respect of deliberate or reckless handling of personal data which seriously breaches the data protection principles.

Schools have also been warned to check procedures for protecting pupil data after the information watchdog was given powers to issue fines.

Carbon Reduction Commitment (CRC) for Schools and Local Authorities

The CRC (Carbon Reduction Commitment) Energy Efficiency Scheme came into effect on the 1st April 2010 as part of the government’s commitment to tackle climate change.

About 20,000 large private and public sector organisations will be involved in the scheme in some way and it is mandatory.

The scheme aims to improve energy efficiency and reduce the amount of carbon dioxide emitted in the UK. This is part of UK governments targets of reducing greenhouse gas emissions by 2050 by at least 80% compared to the 1990 baseline.

Organisations that meet the qualification criteria, which are based on how much electricity they were supplied in 2008, will be obliged to participate in CRC.

Participating organisations will have to monitor their emissions and purchase allowances initially sold by Government, for each tonne of CO2 they emit. The more CO2 an organisation emits, the more allowances it has to purchase.

There is a direct incentive for these organisations to reduce their emissions. As well as reducing carbon emissions, by increasing energy efficiency the scheme will help organisations save money by reducing their energy bills. These savings are hoped to be well in excess of the costs of participating in the scheme.

In addition, the better an organisation performs in terms of reducing its emissions, the higher it will appear in the annually published league table, showing the comparative performance of all participants. This in turn provides a further benefit: all the revenue raised from selling allowances is ‘recycled’ back to participants, and the league table position affects how much of the revenue each organisation receives.

If you are a school or local authority then specific rules apply.

In England, Scotland and Wales participating local authorities will be responsible for emissions from all schools maintained by the local authority and any Academies and City Technology Colleges that are geographically located in the area for which the local authority exercises educational functions.

The local authority must consider the electricity supplies to these schools when determining whether it meets the qualification criteria.

■ if the local authority then qualifies, it must either make an information disclosure or participate fully in CRC.
■ during the scheme, schools should give reasonable assistance to their local authority and supply data about their energy supply. In most cases, this can be done once a year and the school can request an annual energy statement from its energy suppliers to help compile this data
■ schools must report their energy supply to their local authority following the same rules that participants must comply with. In the case of PFI schools, where the PFI company is responsible for the energy supply contract, the energy supply will be attributed to the PFI company. Grant-aided schools in Northern Ireland will be included as part of the Education and Skills Authority (ESA) once it comes into operation. Until then, all grant-aided schools will participate as part of their Education and Library Board.


Private schools in Great Britain are not included as part of a local authority’s energy supply. Instead, private schools only participate in CRC if they, or their organisational group (including its school(s), pass the CRC qualification threshold of 6,000 MWh/year of half hourly metered electricity use.

Redstor at Norfolk County Council's ICT in Schools Conference 2010

We've had a successful 2 days exhibiting at the Norfolk County Council ICT in Schools Conference where over 200 delegates attended the conference over the 2 days. These delegates consisted of IT personnel, headteachers and teachers.
We had a great amount of interest in the online backup service with many schools talking about how painful their manual backups are and how an online service would certainly be of benefit!
It was good to support Norfolk Council as their online backup for schools partner.

From the good work at the Conference, we're confident that the ICT Solutions team at Norfolk should be getting requests for the backup service.

BETT Show Update

Redstor are exhibiting at the BETT show at stand U23. Despite the snow yesterday we had over 20 pre-arranged partner meetings and numerous schools,academies and service providers dropping by to see us. Of particular interest to them has been Redstor Protector and they liked the fact that 5 key products have been integrated into one compelling solution for total laptop and PC protection. Redstor Protector includes backup, at rest laptop encryption, remote delete, trace and port access control.
Also of interest were the various services which can be delivered through Centrastage such as energy and carbon saving, PC and Server Health Check to name but a few.
We continue to have strong interest in the Redstor Backup Service for Schools, an online backup service, especially with the new version 6 from Attix 5 which underpins the RBUSS service. New features include deduplication of data for more efficient storage.

‘Working with the Public Sector to Save Time, Money and Enhance Service with Backup and Device Management Solutions’

During the last 3 party conferences we have heard much talk about how each political party is proposing to deliver cost reductions in the public sector whilst still seeming to want to preserve and enhance front line services.

This has always been the dilemma at the heart of all decision making in government and one which will be more acute in these new austere times.

There have been various government initiatives looking to achieve efficiencies in the delivery of services, notably the Gershon Review of Public Sector Efficiency which was published in July 2004. The Objective of the Review was focused on the government objective of ‘releasing major resources out of activities which could be undertaken more efficiently into front line services that meet the public’s highest priorities’. In short, how can government drive efficiency savings across public sector expenditure?

The main ways Local Authorities seem to be addressing Gershon targets are through budget savings, streamlining business processes, reducing headcount and a combination of IT and shared services.

At Redstor, over the last 4 and half years we have been successfully partnering with Local Authorities to address these very issues by helping them deliver enhanced cost effective services through innovative solutions delivering real value to the UK tax payer.

For instance Redstor’s Remote Backup Service For Schools (RBUSS) is a ‘shared service’ which is now used by over 70 Local Authorities and approximately 12,000 schools in England and Wales.

This service has raised service levels to the schools by increasing the security and availability of schools data. Lost files and information can now be recovered by the schools or Local Authority instantly at a click of a button without having to find the correct tape. School administrators no longer have to manage inefficient tape backup regimes and worry about having to take tapes offsite for disaster recovery purposes.

From the local authority point of view with RBUSS, ICT teams are fielding in some instances up to 30% less support calls in relation to backups with the consequent saving of time and money.

In one authority, one administrator is able to spend just 30 minutes a day managing the backups of 600 schools. This means that team members can be freed up from mundane tasks to focus on other priorities.

Local Authorities are saving money by leveraging the economies of scale delivered by the Redstor backup platform without losing actual control of the delivery of the backup service.

Using the Redstor Backup Platform, Local Authorities can offer a backup service to schools which is cheaper than the cost of a traditional tape based solution and which is cheaper than the cost of trying to build, manage and maintain their own platform.

Finally, the pooling of knowledge and best practice through Local Authority participation in the Redstor forums acts as a catalyst to challenge the participants to offer new services in an efficient and simple way.

Centrastage is another solution Redstor has brought to the public sector market which very much facilitates and underpins cost effective service delivery.

  • Being a customer driven shared service and benefiting from feedback in the forums, CentraStage can apply this pooled knowledge to drive down the cost of the solution and make managing every device affordable to the public sector

A demonstration of how Centrastage can save time and money can be seen in the forthcoming SQL2005 to SQL2008 upgrade which Local Authorities must carry out in many schools.

Using Centrastage, authorities have shown they can save 2-2.5 hours per primary school of administrator’s time in the upgrade process.

Assuming 90% of the 22,000 UK Primary Schools need to do the upgrade this would equate to a massive potential 49,500 hours of time saved equivalent to 27 administrators working full time for a year at a total cost of £648,000.*

This is just one tiny example of how using Centrastage can achieve Gershon objectives quickly at little cost and can help the public sector achieve on Business Transformation projects.

*This has assumed a 35 hour week and an average salary of £20,000 per annum plus an additional 20% levy in relation to national insurance contributions and other employment costs such as space, expenses and IT etc.
